Cross-agency discovery

Find use cases in other agencies that describe similar problems, outputs or functions. The engine produces candidates and questions for a human reviewer. It never declares that two systems can be shared.

Three levels are kept apart. Similar use cases and potentially reusable capabilities can be suggested from the inventory. Validated reuse opportunities need evidence the inventory does not hold: technical compatibility, data access, legal authority and operational fit.
